What is the Exchange of Experts Programme?

The Programme gives civil protection experts the opportunity to share experiences, gain valuable knowledge and strengthen operational skills by a system of exchange. Experts can either apply to go on an exchange, or civil protection organisations can invite expert(s).

Union Civil Protection Mechanism

Natural and man-made disasters frequently cross national boundaries and can overwhelm national response capacities.
To ensure a fast, efficient collaboration and response between national civil protection organisations in such an event, the Union Civil Protection Mechanism (UCPM) was established.

Who can participate?

The Exchange of Experts Programme is open to all who:

  • Are active in the field of civil protection, and
  • Function in a professional or volunteer capacity within a civil protection institution or organisation that:

    • has a recognised role in civil protection such as governmental departments, emergency services and scientific institutes;
    • is located in one of the participating states in the UCPM or eligible new countries.
